Masakado is a powerful Persona of the Tower Arcana. Unlike most Personas, you’ll need a special Key Item to unlock its Fusion. If you’ve been consistent with the Requests from Elizabeth, then you should have no trouble unlocking Masakado. If you’re going for 100% Compendium completion and intend on turning in every Request inPersona 3 Reload, then you’ll need to get Masakado during your playthrough.
How to Get Masakados Key Item
Request 87: Fusion Series #9, Loki (Fool)
To fuse Masakado, you’ll need theMasakadosKey Item. you may get this by completingRequest #87 Fusion Series #9: Fool, Loki. As part of the Fusion Series request-line, you’ll only get Request 87 if you’ve completedRequest #71 Fusion Series #6: Strength, SiegfriedandRequest #72 Fusion Series #7: Hierophant, Daisoujou. To complete Requests #71 and #72, you’ll need to have Siegfried with Endure (71) and Daisoujou with Regenerate 3 (72).
For Request #87, Loki needs to belevel 75 or higher. you may potentially Fuse a level 75 Loki if your Social Link with the party (Fool) is at a high Rank. Since the Fool Social Link ranks up as you progress the story, you may want to Fuse Loki towards the end of your playthrough. Otherwise, you’ll have tolevel up Loki the old-fashioned way.

Pazuzu (Devil)
Loki’s base level is 69, meaning the protagonist’s level has to be 69 or higher. Many of the Personas used to fuse Loki will be level 61 and higher, so keep this in mindwhen you go to Fuse him.
Masakado Fusion Recipe (with Charge)
Special Fusion
Masakado can’t be Fused in regular Fusions, so you’ll want to go into the Special Fusion option in the Velvet Room. Masakado’s base level is79, so you’ll want to make sure your level matches/is higher. It’s also recommended (albeit not necessary) that you complete the Tower Social Link (Mutatsu) beforehand. This will increase the experience that Masakado will gain upon fusion.

Shuffle Time
You’ll receive a Request from Elizabeth asking you to Fuse a Masakado with Charge. you may do this by using a Charge Skill Card on Masakado, or you can inherit Charge from one of hte four Personas in the Fusion Recipe.
One way to get Charge is toFuse Siegfried (has Charge as an innate Skill)andHecatoncheiresintoKoumokuten. Then, use this Koumokuten in the Special Fusion to get Masakado,passing on the Charge Skill.

Weaknesses, Stats, and Skills
Masakado has a high Strength stat, but poor Agility and Luck. This means its turn will likely be last in battle. Despite this, Masakado learns decent Passive Skills that are fitting for a Physical Attacking-Persona, such as Arms Master and Unshaken Will. If you transfer Charge, then this can double the power of its next Physical Skill.
