Summary
At the beginning ofOnePiecegetting a devil fruit meant a lot. Devil fruits were treated as something super rare and their users were feared by ordinary people. However, as the series dragged on, Oda introduced a new power known as Haki.
It can be divided into three types—Armament Haki, Observational Haki, andConqueror’s Haki. The first two types can be learned with enough training. However, Conqueror’s Haki cannot be awakened through training. Only a person who is innately born withConqueror’s Hakican use it, which makes it the rarest type of Haki inOne Piece.

Even people with the most potent Devil Fruits can be overcome with Conqueror’s Haki. In the early stages of the story, only a few characters were able to use it.
Over time, the number has increased, and it has reached the point where almost all the strongest characters have it. But not all of them are able to use it at the highest level. The lack of mastery can prove lethal in fights, as it gives the opponent an edge.
21Saint. Jaygarcia Saturn
Affiliation: World Government
Saint. Jaygarcia Saturn is the Godhead of Science, which means he has the highest authority in this field. Like the rest of the Five Elders, he is only answerable to Imu, the real head of the World Government. Saint. Jaygarcia Saturn possesses the power to morph into a Yokai, and in his case, it is Gyuki.
In his transformed state, Saint. Jaygarcia Saturn looks like a massive spider with the head of a bull. He is immune to almost all kinds of damage, so it is impossible to take him down. Additionally, Saint. Jaygarcia Saturn also possesses Conqueror’s Haki, and he can release powerful shockwaves that can knock out weaklings.
Biggest Feat:Saint. Jaygarcia Saturn was able to hold off almost all the opponents on Egghead Island without any problems.
Strongest Attack:He can use his big limbs to tear an individual to pieces.
20Saint. Marcus Mars
As the Godhead of the environment, Saint. Marcus Mars has complete dominion over this particular field. While he looks like an old man, Saint. Marcus Mars is stronger than most characters in the series.
Saint. Marcus Mars can transform into Itsumade Yokai, which grants him the ability to fly fast and shoot energy beams at his opponents. He can also use Conqueror’s Haki, and he is likely skilled at using it. He demonstrated his skill in the Egghead arc, where he used it to knock out multiple transponder snails.
Biggest Feat:Marcus Mars was able to effortlessly fly past the lasers in Labophase, which were potent enough to bring down the toughest opponents.
Strongest Attack:Marcus Mars' energy beams were able to harm the giants on Egghead Island, who are known for being one of the toughest races in the series.
19Saint. Topman Warcury
Saint. Topman Warcury is the Godhead of Justice. He can morph into Fengxi Yokai, which grants him an absurd amount of physical strength. His skin is so rigid that Luffy’s Gear 5th attacks were unable to cause any damage.
Saint. Topman Warcury can also use Conqueror’s Haki. He was able to unleash it in such a large quantity that the Marines, who were several kilometers away, were knocked out.
Biggest Feat:His biggest feat is surviving the barrage of attacks by Luffy without showing any signs of fatigue.
Strongest Attack:Saint. Topman Warcury has not used a named attack, but he has utilized his massive tusks to destroy anything that stands in his way.
18Monkey D. Luffy
Affiliation: Straw Hat Pirates
Thecaptain of the Straw Hats, Luffy unknowingly used Conqueror’s Haki during the Marineford arc. When Ace was about to be executed by the Marines, Luffy’s desperateness awakened his latent power. He used Conqueror’s Haki and knocked out the executioners, thus saving Ace. Since then, Luffy has learned to use all three types of Haki. Currently, he can use the advanced versions of all three types of Haki, making him one of the strongest characters in the world.
Biggest Feat:Luffy’s biggest feat so far is undoubtedly being able to fight against Kaido 1v1. At the beginning of the Wano Country arc, Luffy was immediately knocked out by Kaido, but currently, he can fight the “Strongest Creature in the World.”
Strongest Attack:Luffy’s strongest attack is called the Bajrang Gun. He used the attack to defeat Kaido and end his reign of terror. The attack can easily obliterate an island.
17Boa Hancock
Affiliation: Kuja Pirates
Boa Hancock is the Empress of Amazon Lily and she is the captain of the Kuja Pirates. She is a fearless fighter who is not afraid to rebel against the World Government. Hancock’s devil fruit makes her an incredibly dangerous opponent as it is almost impossible to avoid her attacks. She can use all three types of Haki.
Biggest Feat:Boa Hancock has not been involved in the last few arcs, but she is still a strong fighter. Her biggest accomplishment is becoming the Shichibukai after her first voyage.
Strongest Attack:Hancock’s Mero Mero no Mi makes her a very dangerous opponent. She uses Mero Mero Mellow to petrify her targets, after which she can pick them off easily.
16Silvers Rayleigh
Affiliation: Roger Pirates
Rayleigh served as the right-hand man of the late Pirate King, Gol D. Roger. Even in his old age, Rayleigh is capable of fighting an Admiral without any difficulty. Kizaru admitted that he would require more support to catch Rayleigh. Rayleigh is apt at using all three types of Haki and he taught Luffy to use them during the time skip.
Biggest Feat:Silvers Rayleigh is one of the few survivors of the old era. As a member of the Roger Pirates, Rayleigh has conquered the Grandline, making him one of the most wanted pirates in the world. His biggest feat is saving the Straw Hats from the Navy.
Strongest Attack:Rayleigh has shown that he is capable of fighting against the strongest characters without any problem. He hasn’t used a named move in the series, but he probably used his strongest attack against Kizaru.
15Shanks
Affiliation: Red Hair Pirates
One of the Yonko, Shanks is an extremely powerful pirate. He is the captain of the Red Hair Pirates and is Luffy’s idol. Shanks was thefirst person to use Conqueror’s Haki inOnePiece.
He used it to scare away the King of the Near Sea.Shanks' Conqueror’s Hakiis so powerful that he was able to damage Whitebeard’s ship.
Biggest Feat:Not many characters can boast of being more powerful than Shanks. Shanks' biggest feat is that he stopped Kaido from coming to Marineford and then stopped the Summit War.
Strongest Attack:Shanks is among the few characters who can use Conqueror’s Haki to amplify the power of their attacks. His best move is called Divine Departure, which he used to obliterate the Kid Pirates.
14Kaido
Affiliation: Beasts Pirates
Also known as the Strongest Creature in the World, Kaido is the main antagonist of the Wano Country arc. After murdering Oden years decades ago, Kaido ruled Wano along with Kurozumi Orochi. Kaido is armed with the Uo Uo no Mi, Model: Seiryu, amythical zoan-type fruit thatadds to his surreal strength. Unsurprisingly, Kaido is able to Conqueror’s Haki and he can coat his body and his weapon with it.
Biggest Feat:Kaido’s physical strength is ridiculous and there are not many characters who can give him a proper fight. His biggest feat is that he managed to earn the title of the “Strongest Creature in the World.”
Strongest Attack:Kaido has many powerful attacks that he used to beat Luffy to a pulp, but none of them compare to Hakai, the move he used together with Big Mom.
13Big Mom
Affiliation: Big Mom Pirates
Big Mom is the captain of the Big Mom Pirates. She rules over Totto Land with her children. Being a Yonko, it is not a shock that Big Mom possesses all three types of Haki. Big Mom’s Conqueror’s Haki was so powerful that she was able to destroy the missiles used by Capone Bege.
Biggest Feat:Big Mom has come a long way since her days as a member of the Rocks Pirate. She has made a name for herself and she currently holds one of the four spots as the Yonko, which is undoubtedly her greatest achievement.
Strongest Attack:Big Mom’s strongest attack is also Hakai. The attack was so powerful that Zoro nearly died while trying to stop it.
12Don Chinjao
Affiliation: Happo Navy
Don Chinjao participated in the tournament for the Mera Mera no Mi, which was held at the Corrida Coliseum. As the former leader of the Happo Navy, Don Chinjao is able to use Hasshoken, which is a unique fighting style. In his prime, he fought against many strong opponents, including Monkey D. Garp. Chinjao used Conqueror’s Haki when he fought against Luffy.
Biggest Feat:It is extremely unlikely that Don Chinjao will be involved in any of the future arcs. His biggest feat is fighting Monkey D. Garp, which ended in an awful loss for the pirate.
Strongest Attack:Don Chinjao was a veteran pirate who clashed with many powerful opponents. As a practitioner of Hasshoken, it’s not surprising that his best attack is powered by it. Chinjao’s Hasshoken Secret Art: Drill Dragon Nail enabled him to split multiple layers of thick ice with his head.
